Multistage cryptographic puzzles are very hard to create at the right level of difficulty. It's much harder than solving them and I'm not even good at solving them.

Cicada was pretty good at keeping their clues difficult, but possible for skilled people. They also scaled it up in difficulty some over time somewhat. They had to throw some bones out once or twice though and the last round was never properly finished. If not for how viral it went, how fanatical people became, and how many people were involved, I think they would have run into a brick wall even sooner on the more difficult portions.
