This apparently was leaked or released just recently. It's quite long and full of some pretty dry stuff like SOPs and operational parameters, but it can be downloaded here. I'm just going to post some interesting quotes and provide some commentary.
The first thing I'll point out is that Hal Puthoff and Jacques Vallee are both listed as contractors to BAASS and they feature heavily in the projects. It also lists Eric Davis, but I don't know much about him other than he's a physicist that works on classified things.
For context the report later mentions releases from Brazil covering UAP encounters. The most significant case I can think of would be the much discussed Varginha incident, which was covered in a recent documentary by James Fox Moment of Contact. There's been enough information available about the incident that it seems clear something happened there, but I don't know that it's clear exactly what. Rumors of crashes, captured aliens, and other similar stories have made their way around. Later in the document it becomes clear they're actually talking about Colares.
This seems to agree with many sources that indicate adverse effects from close proximity to UAPs during encounters.
Dr. Christopher Green is presumably the same discussed in this article on UAP encounters and the harm they can cause. It mentioned a $22M secret defense contract to study it, which may actually be under the BAASS umbrella.
I found this interesting, but I don't know enough about MUFON to know if this contract and profiting is scandalous or not.
This was an investigation of the ECETI Ranch which is not too far from me. What I find hilarious is that the clandestine operatives working in secret for Bigelow Aerospace on UAP black projects, observed "UAP" satellites actually owned by Bigelow.
You can't make this shit up. These were investigators that were sent to the ranch without disclosing that they were investigating, talking to other people there, photographing them. Really sketchy behavior IMHO when most of these people will talk to anyone that will listen.

There's a whole section covering investigations, which includes incident reports from the Nimitz Tic Tac and RAF Lakenheath encounter involving the military. Many of the cases were determined to be explained by conventional craft, but there are others with strange encounters that obviously couldn't be a conventional craft. Two people driving in Texas had a bright object approach, then enter their car with both being deaf and blinded by a white light for the duration of the encounter. One witness suspects they lost about an hour of time as well.

There were abstracts for a number of academic papers that BAASS sponsored or requested. Topics included zero-point or vacuum energy, micro-fusion, human-machine interfaces, metamaterials, and consciousness related topics. There were more than 20 in all, I believe. Bigelow went on, after this, to set up grants for researching life after death. I think that started in the late teens or early 20's.
All in all, nothing that surprises me too much... though I'm a little hard to surprise.
